President Donald Trump, ever the master of Muhammad Ali’s “rope-a-dope”—letting opponents punch themselves out while he bides time and counterpunches—has turned congressional oversight into a farce in his second term. Why bother with accountability when you can just deflect like a pro: “No, I’m not corrupt—you are!” or “They did it first!” It’s the same playbook he’s used since his real estate days, complete with self-praise and projection. Classic Trump: the art of the dodge.
Republican-led committees have dutifully hijacked oversight, focusing on “investigating the investigators.” Take former special counsel Jack Smith’s closed-door testimony on December 17, 2025, before the House Judiciary Committee, where he defended his discontinued Trump probes—while GOP members grilled him for hours, chasing ghosts of bias rather than executive overreach.¹ It’s political theater for an audience of one.
But the real sleight of hand? Gutting Congress’s “power of the purse” through impoundments—fancy word for withholding funds Congress already approved. Despite the 1974 Impoundment Control Act curbing this Nixon-era trick, the administration has delayed or blocked billions in 2025 obligations, lagging $26 billion behind historical averages by mid-year.² Targets include disfavored agencies like USAID, CFPB, and public health programs. The gimmick? Reprogram to loyal priorities or leave a token $1 line item—wink wink—to fake compliance while funds quietly expire. GAO has flagged multiple violations, and courts have pushed back, but the Supreme Court greenlit some foreign aid holds in September 2025.³
Screw real oversight; Trump’s crew of loyalists just starves the beasts they dislike and feeds their pets. Why change a winning M.O.? It’s deflection on steroids—lowbrow genius, if you’re into that sort of thing.
